I am sorry to delay this, but

(1) The suggested amendments to the Ordinance do not seem to have been seen by the lawyers.

(2) In connection with paragraph 3 of the draft, it seems to me desirable that further consideration should be given here to the principle whether we could properly alter the conditions on which the issue of $50 millions has been made by making the bonds registerable, without obtaining the consent of the bond holders. I suggest that we ought not to go further in this draft than to enquire whether the Governor thinks that it would be feasible or practicable to seek the agreement of the bond holders to the bonds being made registerable and then to make them registerable under the Ordinance.
